Eddy County CASA (Court Appointed Special Advocates), Inc. was established in 1989. Judges have appointed Eddy County CASA volunteers to advocate for the best interests of children who have been abused or neglected. Our volunteers step in as a consistent, caring adult for children who had no control over the circumstances that changed their lives, through no fault of their own. Eddy County CASA exists so that abused and neglected children in foster care have the chance to become successful adults with the help of caring advocates.
Before the CASA program existed, decisions about the futures of abused and neglected children were often made without all the facts needed to determine what was truly in their best interest. CASA was founded in 1977 when Judge David W. Soukup of Seattle, faced with an overwhelmed child welfare system, grew concerned about making decisions on behalf of child victims of abuse or neglect without enough information. He believed that more individualized attention and time for gathering important facts would produce better outcomes for the children, so he decided to appoint community volunteers to work on their behalf.
